Debate formats explained: British Parliamentary to Public Forum

Debate formats differ in four ways that decide how you prepare: how many people are on a team, how long each speech is, how much preparation time you get, and whether you may read published evidence. British Parliamentary and World Schools reward reasoning built in the room. Lincoln-Douglas, policy and Public Forum, as the National Speech and Debate Association runs them, are built on quoted evidence that an opponent can ask to see.

This guide is published by EdCitation. Every figure below comes from the body that runs the format, in the edition we read on 27 September 2026: the World Universities Debating Council's manual, the World Schools Debating Championships' rules, the NSDA's manuals and the Oxford Union's own rules. Where two editions or two levels disagree, we say so. EdCitation never writes any part of a speech or a case; the words are yours. Where a format uses published sources, EdCitation's free Verify references checks that each one exists and has not been retracted, and Cite a source builds the written citation.

How do the main debate formats compare?

The formats split into two families: those that ban research once the motion is out, and those that run on evidence gathered in advance. The table gives the headline rules; the sections below give the exceptions.

How does British Parliamentary debate work?

British Parliamentary (BP) debate has four teams of two, two on each side, and every speaker gives one 7-minute speech. The World Universities Debating Council publishes the rules as the Debating & Judging Manual, which calls itself the authoritative document on BP; the edition online when we read it is the 2027 one, updated by the Ottawa championship's adjudication panel (World Universities Debating Council, n.d.).

Teams, speaking order and points of information

The government bench is Opening Government and Closing Government; the opposition bench is Opening Opposition and Closing Opposition. Speeches alternate: Prime Minister, Leader of the Opposition, Deputy Prime Minister, Deputy Leader of the Opposition, Member of Government, Member of Opposition, Government Whip, Opposition Whip.

Time signals come at 1, 6 and 7 minutes. A speaker may run about 15 seconds over to finish a sentence; after 7 minutes 15 seconds, judges ignore what is said. Points of information (POIs), interjections of up to 15 seconds from the other bench, may be offered between the first and sixth minutes. The first and last minute are protected. Every speaker must accept at least one POI: when enough were offered and none taken, judges must count it as weaker engagement and mark the speaker down.

Preparation, evidence and judging

Teams get 15 minutes from the motion's release and may confer only with each other. The manual bars the internet, generative AI for any purpose, and phones and laptops, except where the equity team has authorised a device for access needs. There is no evidence file and no quoted card.

BP is judged through an "ordinary intelligent voter": a well-read generalist who does not read technical journals. The manual tells debaters to explain facts the voter would not know rather than cite them. Judges rank the four teams first to fourth, which earns 3, 2, 1 or 0 team points, and give each speaker a mark out of 100.

How does the World Schools debate format work?

The World Schools debate format has two teams of three. Each speaker gives one 8-minute speech, then the first or second speaker of each team gives a 4-minute reply, opposition first, so the proposition has the last word. That is rule 5 of the World Schools Debating Championships' rules, updated August 2026 (World Schools Debating Championships, 2026); the February 2019 edition, still on the championships' site, gives the same times (World Schools Debating Championships, 2019).

Prepared and impromptu motions

Half of a team's preliminary debates may be impromptu. For those, teams get one hour from the motion, only their own members may help, and the only books allowed are an English dictionary, a bilingual dictionary and a single-volume encyclopaedia or almanac. No device that can reach outside the room is allowed. Prepared motions are set well in advance: the rules have them sent to the host at least eight weeks before the first debate.

POIs may be offered between the first and seventh minutes of a substantive speech and should last no more than 15 seconds. As a general rule, a speaker should accept at least two. The rules allow them only in substantive speeches, not replies.

How World Schools is marked

Each substantive speech is marked out of 100: 40 for content, 40 for style, 20 for strategy. A reply is out of 50 in the same proportions. Judges sit in odd-numbered panels of at least three and must not let their own beliefs or specialist knowledge decide how strong an argument is. The rules call examples "facts, events, occurrences and the like", and set no citation standard for them.

The NSDA runs its own version, the USA World Schools Debate Invitational. Its manual, updated 28 May 2026, keeps 8-minute speeches and 4-minute replies, protects the first and last minute, and allows paper notes, but no laptops, in prepared rounds (National Speech and Debate Association, 2026a). How evidence is used is left to the judges, and their assessment cannot be protested.

How do Lincoln-Douglas, policy and Public Forum debate work?

Lincoln-Douglas, policy and Public Forum are the NSDA's three main evidence-based events, and its 2026-2027 High School Unified Manual, version 2027.1.2, sets their times (National Speech and Debate Association, 2026b). All three switch sides from round to round.

Lincoln-Douglas debate

Lincoln-Douglas debate is one debater against one, on a resolution that calls for a value judgement. The order is affirmative constructive 6 minutes, cross-examination by the negative 3, negative constructive 7, cross-examination by the affirmative 3, affirmative rebuttal 4, negative rebuttal 6, and a last affirmative rebuttal of 3. Each debater has 4 minutes of preparation time to spend between speeches.

Policy debate

Policy debate, also called CX, is two against two on a resolution that calls for a policy judgement. Each debater gives one 8-minute constructive, followed by 3 minutes of cross-examination by an opponent, and one 5-minute rebuttal. Each team has 8 minutes of preparation time. A partner may prompt the speaker, but the manual discourages it and some judges penalise it.

Public Forum debate

Public Forum debate is two against two, and a coin toss before every round decides who picks the side and who picks the speaking position. The speeches are 4 minutes each for the four first speeches, 3 for each summary and 2 for each final focus, with three 3-minute crossfires: two between the speakers who have just spoken, and a grand crossfire for all four. Plans and counterplans are banned. Each team has 3 minutes of preparation time.

Public Forum times have changed. The NSDA piloted an extra minute for summaries and preparation in 2019-20 and made both permanent in the 2020-21 manual, so an older handout showing 2-minute summaries is out of date.

Evidence and judging in NSDA debate

In district preliminary rounds, judges give a win or a loss, never a tie, and speaker points on a 30-point scale; elimination rounds are win or loss only. Every ballot needs a written reason for the decision. Middle school events at the national tournament take their debate times and evidence rules from the high school manual (National Speech and Debate Association, 2026c).

What to say aloud and what goes in the written citation is in our guide to citing sources in a speech or debate. Two rules raise the stakes. An opponent may formally allege distortion, non-existent evidence or clipping, which stops the round: if the judge upholds it, the accused loses; if not, the accuser loses. Distorted or non-existent evidence also means disqualification from the tournament, and "non-existent" includes a source that does not contain the words read from it. At the 2027 national tournament, generative AI may point you to sources but should not be cited as one.

What is an Oxford-style debate?

"Oxford-style debate" is used loosely for many events with a motion, speakers on each side and an audience vote. The Oxford Union publishes its own procedure in its Rules and Standing Orders, updated 21 September 2026, and it looks like no competitive format above (Oxford Union Society, 2026).

Speakers, times and interruptions

The President chooses the motion and gives at least five days' notice. The paper speakers, named on the order paper, speak first; then members speak from the floor, for and against. The chair's schedule gives the proposer and each later paper speaker 10 minutes and floor speakers 4. Rule 46 sets the ceilings at 12 and 5, with extra time at the chair's discretion. The two do not match; the room follows the chair.

Points of information must be real points, not opinions, and a speaker is never obliged to give way, though guest speakers are always open to them. That is the opposite of BP and World Schools, where refusing every point costs marks.

How the result is decided

There are no judges. Two tellers sum up the debate, and the House divides: members show their membership cards and pass to the right of a barrier to vote for the motion, or to the left to vote against.

Which debate format am I in?

Your format is set by who runs your competition, not by the name on the poster. Work it out in this order.

1. Check who runs the tournament. A competition that calls itself BP is using the format the WUDC manual sets out, and its invitation says which edition or local changes apply. An NSDA district tournament in the United States uses the unified manual.
2. Count the teams in a room. Four teams of two is BP. Two teams of three with reply speeches is World Schools. Of the formats here, one against one is Lincoln-Douglas.
3. Look for a published resolution. Lincoln-Douglas and Public Forum topics are published ahead of the competitions they cover, and policy debate uses one national question. Motions announced on the day point to BP or an impromptu World Schools round.
4. Ask whether evidence is read. If you will quote published work, the NSDA's evidence rules probably apply. Build every citation with Cite a source and check the list with Verify references before the first round.
5. Read your own tournament's invitation. Districts and hosts can vary rules, such as internet use at qualifiers. Where the invitation differs from the manual, follow the invitation and ask the tab room.

Building the case itself is in how to write a debate case, and answering the other side's reasoning is in logical fallacies and how to answer them.

How do you check that debate evidence is real?

Trace every card to its original source, then check that the source exists, is the one named, and has not been retracted. EdCitation's Verify references is the best tool for the second half of that job, because it looks each reference up in the publisher's record instead of trusting what is typed, and a chatbot cannot do that for you. It is free, with no account: paste a list and each reference comes back verified, doubtful (shown as "check this") or not found, with retracted papers flagged.

What our run returned

We pasted four real references on a classic debate topic, the minimum wage, on 27 September 2026:

• A study with a DOI, by Cengiz et al. (2019), which found the number of low-wage jobs essentially unchanged over the five years after 138 state minimum-wage rises. Verified: "The DOI resolves to this record and the title matches."
• A news article by Cox (2021). Verified: "The page is at this address, and its title matches."
• The government report that article describes, from the Congressional Budget Office (2021). Could not check: "The site at this address turns automated readers away, so the page could not be read here. Open it in a browser and check it is the page meant." It was not marked not found, and we opened it in a browser: the report is there.
• A paper by Wakefield et al. (1998), added to test the flag. Verified, with "This paper has since been retracted." Citing a withdrawn paper is covered in retracted papers in your reference list.

What the check cannot do for you

Verify references confirms the source; whether the words on your card are in it is still your job. Our run shows why. CNBC's headline says a $15 minimum wage "would cost 1.4 million jobs". The CBO report gives 1.4 million as its "average estimate". A card cut from the article loses that qualifier; a card cut from the report keeps it, and survives an allegation of distortion.

For a whole case file uploaded as a document, References from a file, in Pro at $8 a month, checks every reference and matches each citation to the list. Find sources searches about 300 million published works when you need the original. What EdCitation never does is write a line of a speech or case.

Quick questions

What is the most common debate format?

No body publishes a count of debaters across formats, so there is no honest answer. BP is the format of the World Universities Debating Championships, and Lincoln-Douglas, policy and Public Forum are the NSDA's main debate events in the United States.

How long is a British Parliamentary speech?

Seven minutes, under the WUDC manual's 2027 edition. After 7 minutes 15 seconds, judges ignore anything the speaker says.

Can you use evidence in World Schools debate?

Examples and facts, yes; research during impromptu preparation, no. The WSDC rules allow only dictionaries and a single-volume encyclopaedia or almanac in the preparation room.

How much prep time is there in Public Forum?

Three minutes per team under the NSDA's 2026-27 manual, a minute more than before the 2020-21 edition.

Can EdCitation check the evidence in my case?

Yes, the sources. EdCitation's free Verify references checks that each source exists and flags retractions. It never writes any part of a case.
