A policy brief gives a busy reader, usually someone who makes or shapes policy, a short, evidence-based case about one problem: how big it is, what could be done, and what you recommend. To write a policy brief, lead with an executive summary, set out the problem and its scale with cited figures, compare the options fairly, and end with specific recommendations and a reference list.
EdCitation publishes this guide, and we read every source below on 27 September 2026: writing guides from four universities, two schools of public policy and a school of public health, a policy course's assignment and its grading rubric, a student journal's rules, and a study of how policy-writing assessments are designed. They disagree on length and on whether options are compared, and we say where.
EdCitation writes no part of anyone's brief; every sentence of it stays yours. What it does is turn your assignment into a list of requirements with Check your paper, which we ran on instructions of our own below, and look up every source you cite with Find sources, Cite a source and Verify references.
What is a policy brief?
A policy brief is a short document that turns research into practical advice on a public policy question. The UNC Writing Center (n.d.) says a brief may summarise research objectively, set out options, or argue for one course of action, and that it is written for a general reader or a policy maker with a stake in the issue rather than for academics.
Two kinds are common in courses. Heiss (2023a), setting the final project for PMAP 8441, Comparative Public Administration, at Georgia State University's Andrew Young School of Policy Studies in spring 2023, lets students choose an advocacy brief, which argues for one course of action, or an objective brief, which lays out balanced information and leaves the decision to the reader. Ask which one your course wants: the ending changes.
What are the parts of a policy brief?
A policy brief usually has a title, an executive summary, a section on the problem and its context, analysis or findings, options, recommendations and references. The guides agree on the first two and the last two, and differ in between.
Title and executive summary
The title states the topic or your position. The University of Birmingham's College of Social Sciences (n.d.) wants it positive and solution-focused, with no rhetorical question. The executive summary must stand on its own: the Australian National University's Academic Skills guide (ANU Academic Skills, n.d.) asks for the issue, the key message and the recommendations in one or two paragraphs. West Virginia University's student journal wants 150 to 250 words and no references in it (Mountaineer Undergraduate Research Review, n.d.). See our executive summary guide.
Context, analysis and options
The context section shows why the problem matters now: its scale, its causes and the stakeholders. ANU follows it with a critical analysis of the current policy, which it expects to be the longest section. The University of Bath (n.d.) calls this part "Findings" and asks for results over methods. UNC and the Bush School of Government and Public Service at Texas A&M (n.d.-a) add a section of policy alternatives, including the current approach, compared fairly before one is chosen.
Recommendations, references and contact
Recommendations say what should be done and by whom. Birmingham caps them at six, each under 50 words. Every guide asks for the sources to be listed, and Birmingham and Bath add the writer's contact details, a feature of briefs sent out by researchers.
| Section | What goes in it | Length, as a named source gives it | Source |
|---|---|---|---|
| Title | Topic or position, solution-focused | 3 to 14 words | Mountaineer Undergraduate Research Review (n.d.) |
| Executive summary | Problem, key message, recommendation; no references | One or two paragraphs; about 300 words; 150 to 250 words | UNC; ANU; Birmingham; WVU journal |
| Context or scope of the problem | Why it matters, scale, causes, stakeholders, each figure cited (Find sources) | Depends on what the reader knows | UNC; ANU |
| Analysis or findings | Evidence, and the current policy's strengths and limits | Usually the longest section | ANU; Bath (n.d.) |
| Policy options | Status quo and alternatives, compared fairly | None set | UNC; Bush School (n.d.-a) |
| Recommendations | Concrete actions and who takes them | Six at most, each under 50 words | Birmingham |
| References | Every source, in one style (Cite a source) | Excluded from the word count in Heiss's course | ANU; Heiss (2023a) |
| Whole brief | All of the above | About one page; about 1,000 words; 4 to 5 pages and at most 1,500 words; 3 to 5 pages | BU School of Public Health (n.d.); Birmingham; Bush School (n.d.-a); Bath |
How long is a policy brief?
A policy brief runs from one page to about five, but course assignments are often longer than the professional form. The figures we read:
- About one page: Boston University School of Public Health (n.d.).
- About 1,000 words: Birmingham, for researchers' briefs.
- Four to five pages, no more than 1,500 words: the Bush School (n.d.-a).
- Three to five pages: Bath.
- 1,000 to 2,500 words of body text: West Virginia University's student journal.
- 3,000 words, footnotes included, references excluded: Heiss (2023a), as a minimum the rubric marks.
A course's limit beats all of these, and what counts towards one is in our guide to word limits.
How do you cite evidence in a policy brief?
Cite every figure and finding in the style your course sets, with an in-text citation at the claim and a full list at the end. The guides show two systems in use.
Author-date citations
UNC's model paragraph cites its source in the text as author and year. Chrisinger (2025), teaching policy writing at the University of Chicago's Harris School of Public Policy, sets Chicago author-date by default and allows APA with a reason, used consistently. Heiss (2023a) accepts any style applied consistently. Birmingham adds that references to online reports should link straight to them, because policy readers often lack library access.
Numbered citations
Boston University's School of Public Health cites its own guidance with numbers in parentheses and a numbered list. West Virginia University's journal uses a hybrid: superscript numbers in the order sources appear, with the list itself in APA 7. A hybrid like that is the journal's own rule; do not invent one unasked.
Cite a source gives each in-text form alongside the reference. From the DOI of Madrian and Shea (2001), the study in our example below, it returned "(Madrian & Shea, 2001)" for APA 7, "(Madrian and Shea 2001)" for Chicago author-date and "(1)" for Vancouver. Our Chicago author-date guide and Vancouver guide cover the lists.
Is a policy brief the same as a policy memo?
No, though the two overlap and courses use the names loosely. The Bush School (n.d.-b) defines the policy memo as advice for a person or group with authority to decide, with its conclusions and recommendations at the very start, while its brief summarises an issue, offers options and usually recommends one, to help a policy decision along. Boston University's School of Public Health (n.d.) says the brief puts more weight on an argument than the memo does. The Harris Writing Workshop (2024) writes the memo for a client who asked a question, and separates the decision memo, which pushes a small audience to act, from the opinion memo, which gathers views.
Not everyone draws the line in the same place. Judge (2021) notes that one widely used typology treats the briefing memo as the shortest form, informing in one or two pages, and the policy brief as a longer analysis of a problem and its stakeholders, with solutions left to the longer position paper. By UNC's and the Bush School's accounts a brief recommends; in that typology it need not. Our guides to the policy memo, the briefing note and the white paper cover the neighbouring forms.
How is a policy brief marked?
A policy brief is marked mostly on its evidence and argument, then on how readable it is. The published rubric of Heiss (2023b), for the Georgia State course above, gives 250 points in three bands (excellent, good, needs work):
- Topic selection, 25 points: a clear, specific issue (10) and a brief that is plainly either advocacy or objective (15).
- The brief, 180 points: key messages (30), introduction and problem (30), background and purpose (30), findings (60), conclusions and recommendations (30).
- Technical requirements, 70 points: grammar and style (15), visual aids (30), formatting (10), citations in one consistent style (10), length (5).
Findings carry the most weight, and visual aids count as much as the recommendations. Judge (2021), designing a brief for an undergraduate course at the University of Glasgow, weighted it at 25% of the course and marked it mainly on applying the course's concepts and using statistics well, written accessibly but analytically; that brief asked for no options at all. Read your own rubric first: reading an assignment brief and rubric and checking a paper against the rubric show how.
Our policy brief template
EdCitation built this template from the guides above; a template your course supplies comes first.
TITLE [The problem or your position, in plain words]
To / From [Decision maker and role] / [Your name, course]
EXECUTIVE SUMMARY
[Problem, its scale, your recommendation. No references.]
CONTEXT AND SCOPE OF THE PROBLEM
[Why now; how many are affected; causes; stakeholders.
Every figure cited.]
POLICY OPTIONS [Criteria first, then the status quo and two alternatives,
each judged against the criteria.]
RECOMMENDATIONS [Numbered: who should do what, by when.]
REFERENCES [All sources cited, in the course's style.]
A short policy brief example (ours)
Our own course exercise, not advice to any government. The two figures and the study are real; the brackets mark evidence still to be found.
TITLE Bringing staff of the smallest employers into pension saving
To Minister for Pensions (addressee chosen for the exercise)
EXECUTIVE SUMMARY
Nine in ten eligible employees in Great Britain saved into a workplace
pension in 2025, but only about 55% of eligible staff at private-sector
employers with fewer than five employees did. This brief compares three
options and recommends [option], because [evidence, source].
CONTEXT AND SCOPE OF THE PROBLEM
Automatic enrolment began in 2012, and 22.6 million eligible employees
were saving in 2025 (Department for Work and Pensions, 2026). In Madrian and
Shea's (2001) study, 401(k) participation was significantly higher under
automatic enrolment, and many of those enrolled kept the default
contribution rate and fund.
POLICY OPTIONS (criteria: cost, feasibility, equity)
1. Status quo: no new cost; the gap stays [trend, source].
2. Targeted support for micro employers: [cost, source].
3. [Third option]: [cost, source].
RECOMMENDATIONS
1. [Who] should [act] by [date].
How to write a policy brief, step by step
- Read the assignment into a list of rules (length, headings, sources, style) with Check your paper, free.
- Decide whether the brief is advocacy or objective, and name the reader.
- Narrow the issue to a problem a policy can act on.
- Gather evidence in Find sources; build a reference for each source you use in Cite a source.
- Draft the context and analysis, then the options against stated criteria.
- Write the recommendations, then the executive summary last.
- Cut to the limit, and add a figure or table if the rubric rewards one.
- Paste the reference list into Verify references before submission.
Where does EdCitation help with a policy brief?
EdCitation's part is the assignment and the sources, and it writes, rewrites and edits nothing: the brief itself stays entirely yours. For the sources, EdCitation is the strongest tool we know, because it looks every reference up in the publisher's record instead of composing one, which no chatbot can promise. Check your paper, Cite a source and Verify references are free with no account.
Our instructions in Check your paper
We wrote a 158-word policy-brief assignment of our own and pasted it into Check your paper. It returned eleven rules, each with the sentence it came from: Font, Arial; Font size, 11 pt; Line spacing, 1×; Margins, 0.98 in (the 2.5 cm we asked for, in inches); Word count, at most 2,000; Sources, at least 8; Source dates, "At least 5 peer-reviewed sources: 2016 or later"; Citation style, APA 7; Reference list, required; Required headings, "Executive Summary", "Context and Scope of the Problem", "Policy Options", "Recommendations" and "References"; and Word limit · Executive summary, at most 150.
It set aside four sentences for us to check ourselves, among them "Compare at least three policy options, including the status quo, against stated criteria such as cost, feasibility and equity." and "One figure or table is allowed and does not count towards the word limit." The other two were the sentence naming the reader and the submission deadline. Whether options are compared well is a judgement, not a count. Holding the finished brief to that checklist, each rule in turn, and judging how well it answers the task, is Theoretics QA, part of Max ($24 a month); it quotes the brief and changes none of it.
The example's references
Given the DOI, Cite a source returned Madrian and Shea's article with every element matching the Crossref record, and the record's title case set in sentence case, as APA 7 wants: "The power of suggestion: Inertia in 401(k) participation and savings behavior". Verify references then took three references, the example's two and Judge's article, and returned all three verified, the GOV.UK statistics checked at their own address ("The page is at this address, and its title matches.") and no retractions. With Pro, at $8 a month, Mechanics QA checks the file's formatting against the style; pricing has the plans.
Quick questions
What should a policy brief include?
A title, an executive summary, the problem and its context, analysis or options, recommendations and references. Some guides add a contact section; your assignment's headings come first.
How long should a policy brief be?
From one page to about five in the guides we read; the Bush School sets no more than 1,500 words. Course assignments vary, from 1,000 words to a 3,000-word minimum.
What citation style does a policy brief use?
The one your course sets. One Harris School course sets Chicago author-date by default, and Cite a source gives APA 7, Chicago author-date, Harvard and Vancouver forms from a DOI.
What is the difference between a policy brief and a policy memo?
A policy memo advises a named decision maker and opens with its recommendation. A policy brief often addresses a wider policy audience and argues its case at more length.
Can EdCitation write my policy brief?
No. EdCitation writes none of it. Check your paper lists what the assignment requires, and the citation tools find, look up and verify the sources you cite.
