Over the word limit the night before a deadline, the first question is not what to cut but what counts. At every university read for this guide, the reference list is left out of the word count. In-text citations, quotations and headings are usually counted, and the "10% rule" exists only where a named policy says so.
EdCitation publishes this guide. It compares seven universities' rules on coursework word counts, read at source in the last week of September 2026, then shows four kinds of cut on examples of our own. Check your paper reads the limit in your brief into a free checklist, each rule beside the sentence it came from. EdCitation never writes, rewrites or cuts a word of your paper: every cut below is yours, and so is the credit.
Your own brief and module handbook are the rules that apply to you, and where they differ from anything here, they win. Dissertations have their own word count rules, and planning a budget before drafting is covered in how to write to a word count.
Does the reference list count in the word count?
No, at every university read that addresses it. Arden University (2021), UWE Bristol (University of the West of England, 2022), Birmingham Newman University Library (2025), the University of Kent (2025), the University of Worcester (2025) and the University of Queensland School of Nursing, Midwifery and Social Work (2018) all leave the reference list or bibliography out.
The exceptions leave the decision to someone else. Northumbria University (2024) lists the reference list, bibliography and appendices among the parts each programme team must decide on. The University of Bristol (n.d.) lets each faculty set its own limits and penalties, and a unit taken in another faculty follows that faculty's rules, not your home faculty's.
The reference list is also the one part no word count checks. Verify references does, free, with no account.
Do in-text citations and quotations count in the word count?
Yes, wherever a rule mentions them. UWE counts "all citations (both in and out of brackets)"; Arden counts everything in the main body, in-text citations included; Kent counts quotations, citations, footnotes and subheadings. Birmingham Newman's library says quotations and in-text citations both count, and the reference list is the only part of your referencing left out.
In APA 7 or Harvard that adds up: a citation like (Arden University, 2021) is three words, so forty of them come to 120. Cite a source builds each citation and reference from the publisher's record in six styles, but no tool can make them shorter than the style requires, so budget for them.
What counts in a word count? Seven universities compared
The main text, nearly always; beyond it, the parts of a paper split the universities.
| Part of the paper | Counted or not | Which university says so | Source |
|---|---|---|---|
| Reference list or bibliography | Not counted | Arden, UWE, Newman, Kent, Worcester, Queensland nursing | Each policy listed below |
| In-text citations | Counted | Arden, UWE, Newman, Kent, Queensland nursing | Arden University (2021) |
| Quotations | Counted | UWE, Newman, Kent, Queensland nursing | University of Kent (2025) |
| Headings and subheadings | Counted | UWE (headings), Kent (subheadings) | University of the West of England (2022) |
| Title of the assignment | Not counted | UWE, Kent | University of Kent (2025) |
| Tables and figures | Split | Counted at UWE, Worcester (tables in the main text) and Queensland nursing; not at Arden | Arden University (2021) |
| Footnotes | Split | Counted at Kent; not at Arden, nor at UWE if they hold only references | University of the West of England (2022) |
| Appendices | Split | Not counted at Arden, UWE, Kent and Worcester; counted at Queensland nursing | University of Queensland School of Nursing, Midwifery and Social Work (2018) |
| Abstract | Not counted | UWE, Worcester | University of Worcester (2025) |
Most of these policies add that the brief can say otherwise: Worcester's requires any different approach to be explained in the module brief, and UWE excludes footnotes "unless it is clearly stated in the assessment brief" that the module is an exception.
Do headings count in word count?
Yes, at both universities read that mention them. UWE counts the main body "including headings", Kent counts subheadings, and both leave out the assignment's title. Twelve four-word headings spend nearly fifty words before the report says anything.
The details the table cannot hold
- Text in pictures. UWE says text inside an image, such as a picture of a table, may count if it adds substance, although a word processor will not see it.
- Footnotes as a hiding place. UWE excludes footnotes only when they carry nothing but references, so argument moved into a note still counts.
- Appendices nobody asked for. UWE will not mark them. Queensland's nursing school counts appendices unless the course profile excludes a required one.
Is there a 10% word count rule?
Only where your own rules state one. Five of the seven universities read do: Kent, Arden, Northumbria, Worcester and Queensland's nursing school. UWE states no margin, Birmingham Newman's page does not address one, and Bristol leaves it to each faculty. Nothing entitles you to 10% by default.
What happens past the margin
The figure is shared; what follows it is not.
| University | Margin | Past the margin |
|---|---|---|
| Kent (2025) | 10% over, unless stated otherwise | No deduction; marks are awarded "taking the excess into account" |
| Arden (2021) | Up to 10% over, no penalty | 10 percentage points off, never below the pass mark (40% undergraduate, 50% postgraduate) |
| Northumbria (2024) | Up to 10% over, flagged in feedback | The marker stops reading: on a 3,000-word essay, after 3,300 words |
| Worcester (2025) | +10% | Work more than 10% over is not considered |
| Queensland nursing (2018) | 10% either way | A deduction of 10% of the total mark available |
| UWE Bristol (2022) | None stated | Marking stops at the limit, with no feedback beyond it |
Where a marker stops reading, as at Northumbria, Worcester and UWE, the words past the line are usually your conclusion. And a margin is not an allowance to plan on: Arden and UWE both call writing within a limit an academic skill in its own right. Under the limit, Northumbria sets no penalty, while Arden warns that work well below the count is unlikely to show the depth required.
How to reduce word count when you are over the limit
Find the rule, count what it counts, then cut the largest things first.
- Read your own rule. The brief, then the module handbook, then the university's policy. Paste the brief into Check your paper to see the limit beside its source sentence.
- Count what your rule counts. In a copy of the file, delete what is excluded, usually the reference list and appendices, and count the rest, headings and citations included.
- Measure the gap. Fifty words over is a sentence-level job; five hundred means a paragraph must go.
- Cut in order of size. A point made twice, then description that could be analysis, then long quotations, then signposting, then wordy phrases.
- Check the references after cutting. A deleted paragraph often leaves an entry nobody cites. Upload the paper to Verify references and every citation is matched to the list, and every entry back to the text.
- Declare the true count. Arden may investigate a deliberately wrong count as academic misconduct, and UWE calls it an assessment offence.
What to cut: four before-and-after examples
Every example below is ours, written for this guide. The facts inside them are real and sourced.
Description that should be analysis
Description spends words without earning the marks analysis earns; critical writing against descriptive writing explains the difference.
Before (ours, 59 words):
Kent's regulations allow work to go 10% over the word limit. Worcester's assessment policy also has a margin of 10%. Northumbria's policy allows 10% as well. Arden University does not penalise work that is up to 10% over. The School of Nursing, Midwifery and Social Work at the University of Queensland accepts a word count within 10% either way.
After (ours, 49 words):
Five of these policies share the figure of 10% but not what follows it: past the margin, Worcester and Northumbria stop reading, Arden deducts 10 percentage points, and Kent marks the excess into the grade. The same overrun can cost one student a conclusion and another a fixed deduction.
Ten words shorter, and it says what the facts mean together.
Over-long quotations
A long quotation spends someone else's words from your limit. Quote the phrase that cannot be put better and say the rest yourself; too many quotations covers how much is too much.
Before (ours, 69 words, quoting Darwin's first edition):
Darwin ends the book on a hopeful note: "There is grandeur in this view of life, with its several powers, having been originally breathed into a few forms or into one; and that, whilst this planet has gone cycling on according to the fixed law of gravity, from so simple a beginning endless forms most beautiful and most wonderful have been, and are being, evolved" (Darwin, 1859, p. 490).
After (ours, 27 words):
Darwin ends the book on wonder rather than struggle: life that began in a few simple forms has become "endless forms most beautiful" (Darwin, 1859, p. 490).
Forty-two words saved, and the sentence now says what the quotation shows.
Repeated signposting
One signpost guides a reader; three in a row say nothing. Signposting and linking words shows where they earn their place.
Before (ours, 48 words):
As was mentioned in the previous section, word limits differ from one university to another. In this section, I will now go on to discuss what happens when an essay goes over the limit. As will be shown below, the answer to this question depends on the university.
After (ours, 13 words):
Universities also differ on what happens when an essay goes over the limit.
The first sentence repeated the last section, the second announced this one instead of starting it, and the third gave its answer away.
Wordy phrases
Smallest of all, but they add up.
| Wordy (ours) | Shorter | Words saved |
|---|---|---|
| in order to | to | 2 |
| a large number of | many | 3 |
| at this moment in time | now | 4 |
| has the ability to | can | 3 |
| it is interesting to note that | (delete) | 6 |
| the question of whether | whether | 3 |
| make a decision about | decide | 3 |
| plays an important role in shaping | shapes | 5 |
How EdCitation helps with a word limit
For finding out what your own brief counts, EdCitation's Check your paper is the best place to start, free and with no account. Seven universities in this guide define a word count seven ways, so the only sentence that settles it is the one in your brief, and Check your paper prints every rule beside the sentence it came from, then lists the sentences it set aside for you to read.
What it returned on our own brief
We pasted in a short brief of our own: "Assignment 2: Policy analysis essay. Write an essay of 2,000 words that analyses one public health policy introduced since 2015. The word count includes in-text citations, quotations and headings. The reference list and any appendices are not included in the word count. Work more than 10% over the word limit will not be marked beyond 2,200 words. Use APA 7th edition referencing. Cite at least eight sources, published in 2016 or later. Use 12-point font and double line spacing."
It returned six rules, each with its sentence: font size 12 pt; line spacing 2; a word count with a target of 2,000 words, from "Write an essay of 2,000 words that analyses one public health policy introduced since 2015."; at least 8 sources; source dates "2016 or later"; and citation style APA 7. Under "What it asks you to do, which no rule can test" it set aside three sentences: "The word count includes in-text citations, quotations and headings.", "The reference list and any appendices are not included in the word count." and "Work more than 10% over the word limit will not be marked beyond 2,200 words."
So the checklist holds the 2,000-word target as a rule, while the 2,200-word ceiling and what counts stay in the list for you to read: carry them into your own count.
The rest of the job, and what it costs
| Step | EdCitation tool | Plan |
|---|---|---|
| The limit and the brief's other rules, each beside its sentence | Check your paper | Free |
| Citations and references in six styles from the publisher's record | Cite a source | Free |
| Every citation matched to the list after cutting; each reference verified, doubtful ("check this") or not found | Verify references | Free |
| Comments and tracked changes left by an evening of cuts, formatting against APA 7, citations, numbers, language | Mechanics QA | Pro, $8 a month |
| The paper against the brief's checklist, rule by rule, quoting the paper and rewriting nothing | Theoretics QA | Max, $24 a month |
A year at once saves 25% (pricing). No tool can promise a mark, and none of ours shortens a sentence for you: deciding what your argument can lose is the part of the work being marked.
Quick questions
Does the reference list count in the word count?
Not at any university read for this guide that addresses it: Arden, UWE Bristol, Birmingham Newman, Kent, Worcester and Queensland's nursing school all leave it out. Northumbria leaves it to each programme.
Do in-text citations count in word count?
Yes, at every university read that mentions them, including UWE Bristol, Arden, Kent and Birmingham Newman. In APA 7 or Harvard, budget for them.
Do headings count in word count?
At UWE Bristol and Kent, yes; the assignment's title does not. Your brief can override either rule.
Is the 10% word count rule real?
Only where your own rules state it. Kent, Arden, Northumbria, Worcester and Queensland's nursing school set a 10% margin, each with different consequences past it; UWE Bristol sets none.
Can EdCitation cut my essay for me?
No: EdCitation never writes, rewrites or cuts any part of a paper. Check your paper shows your brief's limit beside its sentence, free, so your cuts aim at the right number.
